Emily McGlynn is an economist and an expert on climate, energy, and environmental policy, with over 15 years of experience in finance, academia, and government.

Her work has yielded over two dozen academic articles, policy reports, and white papers, has resulted in significant climate policy advancements, and guided billions of client dollars under management.


Recent roles:

  • BlackRock — Leader of economic research for the firm’s sustainable investing platform, supporting clients in evaluating climate and nature portfolio risks.

  • White House — Deputy Associate Director for Energy and Climate Change, including lead author of the U.S. Mid-Century Strategy for Deep Decarbonization.

  • State Department Senior Adviser to the Special Envoy for Climate Change, leading on high priority international initiatives to reduce greenhouse gas emissions, including bilateral cooperation with China.

  • The Earth Partners — Director for Strategy and Policy, advised over $400 million in environmental markets investment. The Earth Partners is a company focused on private sector solutions to land restoration.

Additional experience:

As a Transatlantic Fellow at the Technische Universitaet Berlin and Ecologic Institute, Emily developed climate and environmental policy recommendations for the European Commission and other public and private sector stakeholders.

She is a Truman Scholar and an NSF Graduate Research Fellowship recipient with a biology degree from Bryn Mawr College and a PhD in resource economics from University California Davis.

“I came up through the Obama administration, helping to drive the first wave of climate action at the UN, with federal policy, and in the financial sector. A lot of the structure we put in place over the last 20 years is under strain right now, and it's unclear how much of it will remain.

My theory is that while politics and policy is deeply uncertain, the best information we have is in markets, and making predictions using foundational economic theory and a range of scenarios will help navigate the churn.”
